The APB dream didn't last very long following the collapse of developer and operator Realtime Worlds, and unfortunately word on any sort of refund for the short lived urban crime MMOG isn't exactly as certain. Begbies Traynor picked up the reins at Realtime Worlds to assume duties as financial adminstrator, and previously suggested that owners of any physical copies of APB should defer to the retailer they originally purchased the title from for any possible reimbursement. That's because it's confirmed that the adminstrators themselves certainly aren't going to be giving any refunds.
The story may be a little different for APB players who opted to purchase the game as a digital download instead, especially if they did it straight through publisher EA at the official EA Store. In this case it may well be possible to secure a full refund for at the least the price of the game itself by contacting EA Online Customer Support.
Players who purchased the title through Valve's Steam service should still get in touch with EA, because Valve itself does not offer refunds as outlined in the software licenses. Discussion on the Steam board highlights how it is possible to secure some sort of compensation (outside of cash) from publisher EA in this scenario, but what exactly you might walk away with will depend on your ability to negotiate with EA over chat.
Unfortunately, any additional purchases made outside of the price of admission, like subscription fees, are a lost cause no matter who you turn to.
